Woodstock City Council to Meet February 9, 2026: Parking Budget, Wastewater Emergency Purchase on Agenda

The Woodstock City Council will hold its regular session on Monday, February 9, 2026, at 7:00 p.m. at The Chambers at City Center, 8534 Main Street, Woodstock, GA. Hearing assistance is available upon request.
The meeting will open with a series of recognitions and a proclamation. Mayor Michael Caldwell is scheduled to issue an Arbor Day proclamation and recognize Misty Smith, the Municipal Court Administrator, for achieving a Level II certification. Caldwell also will recognize Robyn Adams, who has earned the designation of State Certified Municipal Clerk. Police Chief Roland Castro will recognize the promotion of Lieutenant Ron Hughes to the rank of Captain.
Two budget amendments are listed on the consent agenda. The first, MAJBA JE 20562, addresses a shortfall in projected parking revenues. According to the agenda packet, the decrease stems from program changes made before the city's managed parking zone launched on July 7, 2025 - specifically, a first-hour-free policy, the option to pay in 30-minute increments after that first hour, and a light-handed approach to fines and appeals. City staff note the revenue shortfall is not a sign of trouble with the program, stating that income appears to be running higher than the revised budget after the first six months of operation. The amendment covers only the operations of parking management and enforcement within the managed parking zone.
The second consent agenda item, MAJBA JE 20666, seeks approval to reallocate existing funds from a membrane tank wall coating project to cover an emergency purchase: the replacement of Aeration Blower No. 4 at the Woodstock Wastewater Treatment Plant. The agenda describes the purchase as an emergency, though no additional detail about the nature of the equipment failure is provided in the published agenda.
Under new business, the council will consider approving minutes from three recent meetings: the regular session of January 26, 2026; a joint meeting and executive session of the Mayor, Council, and Downtown Development Authority held January 30, 2026; and the Mayor and Council Retreat held January 30, 2026.
City Manager Jeff Moon is scheduled to lead a retreat discussion under the Mayor and Council Comments portion of the agenda. The council will also receive the Emergency Operations Management monthly report for December 2025 from Coty Thigpen.
The meeting will include a public comment period. Residents wishing to address the council should plan to attend in person at The Chambers at City Center.
The council will also consider entering executive session to discuss personnel, litigation, and real estate matters.
Separately, the agenda notes that the February 16, 2026, Work Session of Mayor and Council has been cancelled due to Cherokee County School District Winter Break.
In connection with the Arbor Day proclamation, the city has announced a free tree seedling giveaway on Friday, February 20, 2026, from 8:00 a.m. to 5:00 p.m. at Woodstock City Hall Annex, the William G. Long Senior Center, and the Woodstock Visitor's Center at Dean's Store. Seedlings will be distributed while supplies last. A tree will also be planted in honor of City of Woodstock employees celebrating 20 years of service.
