Woodstock City Council to Meet February 9, 2026: Parking Budget, Wastewater Emergency Purchase on Agenda

Based on the published agenda, council will also honor several city employees and observe Arbor Day.

The Woodstock City Council will hold a regular session Monday, February 9, 2026, at 7:00 p.m. at The Chambers at City Center, 8534 Main Street, Woodstock. The meeting will include action on a parking program budget amendment, an emergency wastewater equipment purchase, and recognition of several city employees.

Among the most significant items on the agenda is a budget amendment tied to the city's managed parking program. The council will consider approving MAJBA JE 20562, which accounts for a decrease in parking revenues from the originally approved budget. According to the agenda, the shortfall stems from program changes made before the system launched on July 7, 2025 - including a first-hour-free policy, the option to pay in 30-minute increments after the first hour, and a more lenient approach to fines and appeals.

City staff note that the revenue decrease is not considered a sign of trouble with the program. The agenda states that income appears to be higher than the revised budget after the program's first six months of operation. The amendment covers only operations associated with parking management and enforcement within the managed parking zone.

The council will also take up an emergency equipment purchase at the city's Wastewater Treatment Plant. MAJBA JE 20666 would authorize the reallocation of existing funds - originally set aside for a membrane tank wall coating project - to cover the emergency replacement of Aeration Blower #4. The agenda does not specify the cost of the replacement, but the item is presented as an emergency purchase, signaling urgency for the facility's continued operation.

Before the main business of the evening, Mayor Michael Caldwell is expected to issue a proclamation recognizing Arbor Day and present honors to several city employees. Misty Smith, the Municipal Court Administrator, will be recognized for achieving a Level II certification. City Clerk Robyn Adams will be recognized as a State Certified Municipal Clerk. And Police Lieutenant Ron Hughes will be formally recognized on his promotion to the rank of Captain.

Residents will have an opportunity to address the council during the public comment period, which appears on the agenda ahead of the consent agenda.

The council will also consider approving minutes from three recent meetings: the January 26, 2026, regular session; a January 30, 2026, joint meeting and executive session of the Mayor, Council, and Downtown Development Authority; and a January 30, 2026, Mayor and Council Retreat.

A departmental report covering the Emergency Operations Manager's December 2025 monthly report is also scheduled for presentation. City Manager Jeff Moon will lead a discussion on the recent council retreat during the staff comments portion of the meeting.

The council is also expected to enter executive session to discuss personnel, litigation, and real estate matters.

Residents are reminded that the February 16, 2026, Work Session of Mayor and Council has been cancelled due to Cherokee County School District Winter Break.

Looking ahead, the city will celebrate Arbor Day on Friday, February 20, with a free tree seedling giveaway from 8:00 a.m. to 5:00 p.m. at Woodstock City Hall Annex, William G. Long Senior Center, and the Woodstock Visitor's Center at Dean's Store, while supplies last. A tree will also be planted in honor of city employees marking 20 years of service.
