Woodstock City Council to Meet April 13, 2026: New City Attorney, Solid Waste Contract, Zoning Updates on Agenda
Based on the published agenda, the council will consider a range of significant items including a new city attorney appointment, a residential solid waste collection contract, and multiple zoning amendments.

The Woodstock City Council will hold its regular session on Monday, April 13, 2026, at 7:00 p.m. in The Chambers at City Center, 8534 Main Street, Woodstock. The meeting is open to the public, and hearing assistance is available upon request.
One of the most significant actions expected at the meeting is the formal appointment of Dyer Rusbridge Argo, P.C. as the city's new city attorney, along with adoption of Ordinance No. 2026-007 and approval of a professional services agreement with the firm. The swearing-in of the new city attorney is also scheduled to take place during the meeting.
Under old business, the council will take up the award of RFP 2026-09 and a contract for residential solid waste collection and recycling services. The item was tabled at the March 23, 2026 meeting. The outcome of this vote will directly affect how Woodstock residents' trash and recycling are collected going forward.
The council will consider a change to the site plan for CUP#083-24, the Woodpark Place development, which was originally approved by council on October 24, 2024. The applicant has proposed a modification to the site plan that the Community Development Director determined was 'not minor,' triggering council review. If the council approves the modified concept, the plan will continue through technical review.
Two zoning text amendments are scheduled for second readings. ZTA#022-26 would amend the city's Land Development Ordinance to allow the Development Process Committee to approve fences located within zoning buffers. ZTA#021-26 would update use standards and density allowances for the GC-VMU zoning district.
The council will also consider ratifying the purchase of 540 Industrial Drive, Woodstock, GA 30189, as well as ratifying the previously completed acquisition of easements associated with Parcels 8, 10, and 11 for the Dobbs Road Multi-Use Trail project. Those parcels involve temporary construction easements totaling thousands of square feet that will be used during trail construction.
A temporary access easement agreement with Daniel on Dupree, LLC is also on the consent agenda. Under the agreement, the city would provide the developer temporary access to the rear of adjacent residential lots from city property until that property is converted to public right-of-way as part of a planned extension of Goshen Lane, which Daniel on Dupree, LLC will construct in conjunction with an adjacent residential development.
On the alcohol licensing front, the council will consider approving an on-premise consumption license - including Sunday sales of distilled spirits, malt beverages, and wine - for Rreal Tacos Woodstock, LLC at 8558 Main Street. The council will also consider a temporary alcohol permit for a Kentucky Derby/Cinco de Mayo special event planned for May 1-5, 2026, at 8212 Main Street. That permit was applied for by Jason Sheetz, owner of Succulent Hospitality, LLC, doing business as Paloma Tequila & Tacos.
Several budget items are on the consent agenda. One major budget amendment would recognize additional interest revenue and fund the purchase and installation of a new Utility Billing Department counter, including safety glass between the lobby and staff area. Two additional budget amendments would fund overtime for the Building & Grounds Division and the Stormwater Division of the Public Works Department through the end of the fiscal year. A fourth budget amendment would fund a third-party police accreditation services agreement.
The council will also consider hiring a 1099 employee in the Police Department to oversee departmental state and CALEA accreditation, and will consider approving the associated services agreement.
Under new business, the council will consider two amendments to the Council Policy Manual. One would create a new Technology section and transfer existing email and information technology use policies into it. Another would update the Council Approval section under Administration and Government. The council will also take up the first reading of Ordinance No. 2026-005, which would amend city code language related to council expenses to align with revisions to the policy manual.
Also under new business, the council will consider the first reading of Ordinance No. 2026-006, which would add Juneteenth - June 19th - as a recognized city holiday for full-time employees.
Under old business, the council will revisit a proposed amendment to the Civility Code section of the Council Policy Manual. Revisions were suggested by council members at the March 23, 2026 meeting.
The consent agenda also includes approval of an amendment to the city's Master Services Agreement with EOM Public Works, LLC. The amendment would renew the agreement and Task Order 1 for an additional 12 months each, beginning October 1, 2026. Additionally, the council will consider submitting a FY26 LRA LMIG grant application to the Georgia Department of Transportation for local road maintenance and improvement funding.
The meeting will open with a series of proclamations recognizing Child Abuse Prevention Month, Safe Digging 2026, National Aphasia Awareness Month, Georgia US250, and Georgia Cities Week 2026. The council will also receive departmental reports covering community development, public works operations, police, fire, and city finances.
The council is expected to enter executive session to discuss personnel, litigation, and real estate matters.

Note: The April 20, 2026, work session of the mayor and council has been cancelled. The city-wide yard sale is scheduled for the weekend of April 25, and the 2026 Woodstock Farm Fresh Market season opens Saturday, April 18, on Market Street in downtown Woodstock, running from 8:30 a.m. to noon.
